Salient Features of NCWAs applicable in CIL


·        NCWA-I
n  Underground Allowances was introduced (Mazumdar & Lat Award)
n  Grouping of Piece Rated workers
n  Grading of Mining Personnel/discipline
·        NCWA-II
n  Provision of Special Leave for TB, Cancer, Leprosy, Paralysis, Brain Disorders, Heart Diseases introduced.
n  Washing allowance introduced.
n  Casual Leave with wages introduced.
n  Provision of LTC, SDA introduced and Cadre Schemes were formulated.
n  Provision of employment to dependents in case of death and medical unfit was introduced.
·        NCWA-III
n  Disbursement of Gratuity and LCS separated with ceiling of Gratuity as Rs.36,000/- and LCS as Rs.15,000/-
n  Introduction of Ex-gratia payment in case of Fatal mine accidents.
n  Special Piece Rate Allowance (SPRA) introduced.
n  1st May (Miner’s Day) included in PHD list.
n  Transport Subsidy Introduced.
n  Provision of deduction of Rs.2/- per month from the salary of the employee towards Natural Calamity Fund was introduced.
n  Provision of MGB(Minimum Guaranteed Benefit) introduced.
·        NCWA-IV
n  Provision of SLU (Service Linked Upgradation) was introduced.
·        NCWA-V
n  Monetary Compensation in lieu of employment to the dependent of the deceased employee was introduced with keeping the son’s name, who is more than 15 years of age, in live roaster till he attains the age of 18 years.
n  The amount of monetary compensation was determined as Rs.2000/- in case of death in harness/medical unfitness and Rs.3000/- in case of fatal mine accident. Effective from 01-07-1996.
·        NCWA-VI
n  Formation of Grade-A1 after Grade-A (I.I.-44 of NCWA-VI) in ministerial cadre.
n  Provision of retirement on the last day of the current month irrespective of DOB, except in case of DOB falling on 1st day of the month.
n  Provision of encashment of Earner Leave introduced.
n  The lower limit of age of the son for keeping the name in live roaster was revised to more than 12 years from 15 years.
n  Provision of Conveyance Reimbursement to non-executive employees was introduced.
 NCWA-VII
n  Full DA neutralization was done.
n  Provision of 6 month’s training period was introduced for the new appointee to be effected from 15-07-2005 (date of signing the NCWA-VII)
n  Amount of monetary compensation revised to Rs.3000/- in case of death in harness/medical unfitness and Rs.4000/- in case of death in fatal mine accident. Effective from 01-01-2000.
n  Cadre scheme for Excavation category was formulated.(I.I.-21)
·        NCWA-VIII
n  Introduction of SLP/SLI/SLW (I.I.-24)
n  Annual increment code stagnation (Circular of 01-04-2011 issued by the then GM(P&IR), CIL, Kolkata in light of the I.I.-25 of NCWA-VIII.
n  The amount of monetary compensation revised to Rs.6,000/- in both the cases of death in harness/medical unfitness and death in fatal mine accident. Effective from 01-05-2008.
·        NCWA-IX
n  Provision of SLW(Service Linked Weightage) abolished.
n  Introduction of Special Allowance @4% of basic
n  Amount of monetary compensation revised to Rs.15712.62 in any case of death/medical unfitness for non-executive and Rs.16,400/- for executive cadre employees. Effective from 01-05-2013.
